Prime Minister Office India Ref. No : PMO ID No .1/3/2014-PMP2/11251 Dared 17.01.2014
Ministry of Social Justice and Empowerment Reference No : 15-39(1)/2013-14/AG

Increasing the rail kiraya is not only the solution to overcome from operating cost. Something should be beyond the profitability Rail kiraya should be reduce to 50%

Thinking IRCTC / ministry of railways should take some good step to find out alternate source of income to reduce rail kiraya .

Few steps to develop alternate income and reduce Rail Kiraya
  • Advertisement on rail coaches inside & outside. Frame work need to be established.
  • Advertisement on railway station and all platforms. Ex. Hotels & tourist places, education, food chain, insurance etc.
  • Modernization of railway platform & stations like metro rail station.
  • Increasing the competition in mobile /telecom / internet in each platform of station, all service provider need to be invited to establish their setup for increasing quality of service in public benefit. Govt. income increase from lease on these services.
  • Increasing the competition in food chain and restaurant inside the platform or railway station-  all big food chain supplier need to be invite   like Tata, Birla, Reliance, Haldiram, Agarwal sweets, Nestle, Mahindra, Pepsi, IRCTC, many more dedicated Indian companies for India economy growth . To reduce black money all transaction should be bar coded or computerize with pan / tin Number associated in all food corners.
  • Ratio of food chain corners at least 8-10 per platform.
  • To increase the tourist special coach for NRI, outside country people, ticket should be always available .To promote tourist places in train way. International standard should be follow in these coaches.
  • Special trains for easy to reachable on tourist places,
  • All railway station should be like small mall all facility should be available like movie, food cloth, may be they can restrict /separate the way to go inside the real rail platform to maintain the security. Government will get lot for income on lease concept and taxes. Public will get healthy environment and services.
  • To increase the opportunity for improvement all platform and trains should be aim for ISO 9001- improvement ideas like station train route LED display, Station  advertisement Information Led display  (Benchmarking Delhi metro trains)
  • To increase the income for government body they need to launch the IPO for establishing Railway mall, food chain, and alternate 2 extra rail track – one for goods and one for public interest.
  • Holi places like Varanasi, Haridwar, vashnavdevi , dwarka, maihar, ujjain...many more looking for special dedicated trains and special rules for senior citizen above 55 years.
  • Tourist places like Tajmahal, Goa, Manali, shimla, masouri, jaipur… many more looking for special trains and extra coaches for general public .

Water quality improvement: Duplicate water brand at bus station and railway station,

Unwanted plastic waste reduces.
Quality of service delivery is very important: so only big player

Just like aqua guard establish big filter machine at station they are filling bottle at proposed cost 1/- per letter / per Bottle.

Strong Penalty clause for poor service, for any manipulation

Measurable: Digital display has to be shown for purity of water. RO, UV, Maintenance of Machine, filter replace every and service
(Should not be any scope for any corruption)
Proposed cost 1/- per letter / per Bottle

Benefit:

·         Employment increase,
·         no more duplicate brand,
·         plastic waste reduces
·         Govt. income Source will increase.
·         Government liability will reduce
·         Responsibility and accountability of maintaining maintenance will increase due to big player
·         Big Player like Bisleri, aqua, pepsi, Cocacola, ...tipical branded companies need to be invited for service , delivery and maintenance

·         Income from carbon credit will increase due to no plastic waste

Food quality framework in bus stop and railway Station. Modernization of railway station & rail trains.

Increase employment by improving food quality in bus stop and railway Station.

·       We do pay service tax to railway for offering  good services. if train are running late then why does Penalty clause missing . 10 time of railway ticket amount should be paid by IRCTC  for train late more than 3 hour.

To bring social responsibility for Senior citizen by promoting senior citizen bill, save the seniors

As we know about India is country of culture , supporting  family culture and joint family culture , respective senior citizen  But due to  recent western trend these value  missing  to re-establish the link  government should have to come with new solution
·         Special reservation for senior citizen in railway means at least lower birth confirmation if person is senior citizen
·         Surety of reservation if senior citizen travelling in railway

  1.        Current system in railway ticket reservation is not perfect intelligent. Most of the time if we choose lower birth ticket  required  ticket was not booked and money goes in fail transaction. Or if we choose none to at least book the ticket it gives middle or upper birth in railways train.  So  lower seat reservation quota should be introduce by railway government  for senior citizen , handicap person, pregnant women, and girls like in our metro train.  Proper reservation marking should be defined in our new train system.
  2.         Need of transparency in rail ticket booking system – available seat should be shown by graphically in railway also  ( two great example for the same: air line online checking and boarding pass system, and 2nd one as  we book any movie ticket by book my show site it shows available seat and allow us to choose the seat available.

Missing  thing  that railway not proper marking senior citizen seat on railway coach like in metro train

Really bad manipulation by Railway- misguided to general public and over ruled the PMO & Ministry of Social Justice and Empowerment Request - Save the Senior
Reply by IRCTC / Railway Officer on Senior citizen Issue: Sweet English Answer but not real level solution

Issue : All Senior Citizen got Upper and middle seat in booking – it is drawback or incapability of railway software or  insensitivity of Railway /IRCTC . There should be some penalty clause for railway also

Kindly note that according to Railway Rules SS Quota will be applied if there is only one Senior Citizen (of the age 45 and above for females and 60 and above for males) in one transaction and seats will be allotted according to it. SS Quota will not be considered for the transaction in which there are more than one Senior Citizen.

Date: 29  April 2015.
Really bad manipulation by Railway- misguided to general public and over ruled the PMO & Ministry of Social Justice and Empowerment Request - Save the Senior
senior citizen still facing issue in Railway

PMOPG/E/2015/0155173

Answer by Railway :
A combined quota of six lower berths per coach in Sleeper class and three lower berths per coach in AC 3 tier and AC 2 tier classes has been earmarked for the following category of passengers when travelling alone or in combination of following categories of passengers:- a) Senior Citizens; b) Female passengers aged 45 years and above; and c) Pregnant women. Reservation quota of 1.86% has been earmarked for Senior Citizens. It is practically not possible to graphically display the berth vacancy position.

Transparency Requirement in rail ticket booking system

Available seat should be shown by graphically in railway also and site should be user friendly

Two great example for the same:
Benchmarking example and Ideas
  1. Air line online checking and boarding pass system,
  2. Movie booking  book my show site it shows available seat and allow us to choose the seat available.
  3. Volvo bus booking site
Benefit:
  • General public will also get some assurance.

  • Tractability of public interest identifies.
  • Government income will increase
  • Tractability of income will increase in this food chain area, advertisement,

Golmal By IRCTC while cancel the train

IRCTC or Ministry of railway have to pay 10 time of ticket amount if train has been cancelled

  1. IRCTC only refunding ticket charges
  2. Service charges also need to be refund if irctc not able to delivered the service
  3. IRCTC portal charges need to be refund in case of train cancellation
  4. Bank gateway charges also need to be refund by irctc in case of train cancellation and falure of service by Indian railway
  5. 10 time of penality have to be imposed on railway in case of train cancellation and they have to be pay 10 time of ticket amount to the customer .

Government intention is questionable

Karni or kathani me fark - desh nahi bikne dunga.

no action no correction on service tax scam on cancelled trains

Golmal By IRCTC / Indian Railway while cancel the train

IRCTC( Indian Railway Catering and Tourisium Corporation) or Indian Railway / Board  have to pay 10 time of ticket amount if train has been cancelled

  1. IRCTC only refunding ticket charges
  2. Service charges also need to be refund if irctc not able to delivered the service

  5. 10 time of penality have to be imposed on railway in case of train cancellation and they have to be pay 10 time of ticket amount to the customer .
  6. IRCTC should beer direct and indirect cost due to failure in service delivery
Indirect Cost Bear by Passenger

  1. Normally people have connecting train or journey and end customer need to be suffer,
  2. Harassment at station for waiting next train  may be many hours
  3. Tatkal charges  or Premium charges for next train ticket
  4. Hotel charges due to cancellation of train and wait for next train.

We do pay service tax to railway for offering good services. if train are running late then why does Penalty clause missing . 10 time of railway ticket amount should be paid by IRCTC for train late more than 3 hour.

Railway can not  be run away from their responsibility and there should be some penality on railway

Case reference:  PNR Ref No : 2631805681 date 28 Mar 2015
Actual amount paid by passenger Rs 485/- + Rs 22.47 (service charge) + Rs 11 Bank Gateway charge= Total Rs 518

Refund amount by IRCTC only Rs. 485/- ( PNR:- 2631805681 with Bank settlement ID- 323163856 on 30.03.2015. )

what about service charge + bank gateway charge and harassment faced by customer

2. Railways makes due provisions for senior citizens, women

computerized Passenger Reservation System (PRS) there is a provision to allot lower berths automatically to senior citizens and to female passengers 45 years and above, even if it is not opted for, subject to availability of' accommodation at the lime of booking.

Improving Food Quality in Railways - Whitepaper
  1.   Increasing the competition in food chain and restaurant inside the platform or railway station-  all big food chain supplier need to be invite   like Tata, Birla, Reliance, Haldiram, Agarwal sweets, Nestle, Mahindra, Pepsi, IRCTC, many more dedicated Indian companies for India economy growth . To reduce black money all transaction should be bar coded or computerize with pan / tin Number associated in all food corners.
  2. Ratio of food chain corners at least 8-10 per platform.
  3. In India population is more than 125 caror and we are unable to get good food and water in railway Station and bus stop. If some big player comes in this field just like Relience, Haldiram, many more renowned Indian companies and they establish their stall in every railway station and bus stop then automatically employment Increase and due to completion food quality improve and because they are big player they have to maintain quality everywhere. General public will also get some assurance.Government also gets earning resource from them

Best practice in Indian Railway Station

http://vishesh2014.blogspot.in/2015/01/best-practice-in-indian-railway-station.html

Inputs for Rail Budget 2015-2016
Budget should have to be assign for this kind of best practices implementation in every station

1. Bench marking Kanpur railway station - good thing Kanpur railway has passenger under pass to go to every plate form  &  to drag material and it is quite helpful for passenger , this kind of best practice should be adopted by every station budge should be assign for this kind of best practice

2. Best practice by Jabalpur M.P. Railway zone - reservation system - digital display hang on every counter , and passenger reservation form have unique no . passenger can go to any counter as mention on display board, means passenger need not to be stand for particular row. it will faster the reservation process- in 15 min passenger will get ticket and no agent , no malpractice will happen, this best practice adopted by many hospitals and banks. this should be implement in every station. budget should have to be assign for this kind of best practice

PIB- 25 March 2015,   http://pib.nic.in/newsite/PrintRelease.aspx?relid=117665

With a view to facilitating provisions of lower berths to senior citizens and female passengers, following facilities are available:-

(i) There is a provision in the computerised Passenger Reservation System (PRS) to allot lower berth
automatically to male passengers above the age of 60 years and female passengers above the age of
45 years subject to availability of the same at the time of booking of ticket.

(ii) A combined reservation quota of two lower berths per coach is earmarked in Sleeper, AC 3Tier
and AC 2Tier for following category of passengers when travelling alone:

a. Senior citizens;
b. Female passengers 45 years of age and above; and
c. Pregnant women.

(iii) Instructions are also there to assist senior citizens and physically handicapped persons who have
been allotted middle/upper berths by allotting them vacant lower berths available in the train by the
ticket checking staff on first come first served basis (after making necessary entry in the reservation
chart).

(iv) A six berths compartment in Sleeper Class is also earmarked in long distance Mail/Express trains
for female passengers.

(v) It has now been decided that:-

The existing combined quota of two lower berths per coach in Sleeper class earmarked for senior citizens, female passengers 45 years of age and above and pregnant women (when travelling alone) may be enhanced to four lower berths per coach. There will, however, be no change in this quota being earmarked in 3A and 2A classes.

· The scope of instructions regarding assisting senior citizens and physically handicapped persons in getting lower berths in the train has been expanded to include pregnant women also. Hence, onboard ticket checking staff are now authorised to allot vacant lower berths available in the train to senior citizens, physically handicapped persons and pregnant women (who have been allotted middle/upper berths), on approach, on first come first served basis after making necessary entry in the chart.

It has also been decided that the existing reservation quota of six berths for female passengers being earmarked in long distance Mail/Express trains should be in the middle of the coach and also to the extent feasible, the senior citizen quota should be earmarked in the middle of the coach.
